Participation is open to any public, academic, school, special library, library cooperative, school district, ISD or REMC in the state. Participants are not required to have MCLS membership.

Libraries pay for service on an annual subscription basis for the period July 1 - June 30 each year.
Each building that requires a delivery stop will need to sign up for the service. So for example, a public library with three branches that would like individual stops would need four service agreements. However, the main library can sign up as a single stop with materials delivered via an internal delivery system (central delivery site).
The courier will work with libraries to coordinate delivery days that will best accommodate their routes and the library hours.
Orders must be received by the 20th of the proceeding month to start service on the 1st of the following month. For example, in order to start service on October 1st, place your order by September 20th. Pricing for libraries that join mid-year will be pro-rated.
